Luis Bautista is Executive Director of the Los  Angeles County Office of Education (LACOE) Head Start and Early Learning Division (HSEL), the state’s largest Head Start grantee, which contracts with 16 delegate agencies—both school districts and private nonprofits—to serve 10,000 children and families each year. LACOE HSEL offers a comprehensive prenatal-to-five education program by partnering with families, communities, and providers to give children and families the skills to succeed in school and life. 

Mr. Bautista has more than 25 years’ experience in education, including the past 15 in Head Start. As executive director, he is responsible for administering early learning programs—including Head Start, Early Head Start, California State Preschool Program, General Child Care and Development Program, Quality Start Los Angeles, Inclusive Early Education Expansion Program, California Preschool Instructional Network, and Universal Prekindergarten/Transitional Kindergarten planning and capacity building—with a combined annual budget of more than $200 million.
