funding from the Los Angeles County Quality
and Productivity Commission, First 5 LA, and
the Office of Child Protection (OCP), OCP
engaged a team of national experts in early
childhood systems and financing to conduct a
comprehensive fiscal analysis (CFA) of the ECE
system in Los Angeles County.
