In her role as director of First 5 LA’s Information Technology Department, Jasmine Frost leads the development and implementation of the strategic technology vision that enables First 5 LA to advance its mission. She oversees all aspects of First 5 LA’s technology infrastructure and records management, ensuring the organization is resilient, mobile-ready, and digitally responsive. Jasmine is a member of the Leadership Team and serves as an advisor to the vice president of Operations & Sustainability.  

With a cross-sector perspective shaped by her senior IT roles in local government and her own consulting practice, Jasmine is passionate about leveraging technology to strengthen the services and systems that serve families and communities. As the Business Information Systems Bureau manager for the City of Long Beach, she collaborated with Bloomberg Philanthropies and Harvard Kennedy School to develop award-winning tools such as DataLB, an extensive collection of map-based data used for real-time analysis by decision-makers, first responders and the public. In the City of Palo Alto, Jasmine oversaw the city’s Open Data policy, managing nearly 90 datasets through a centralized portal. She also led digitization and document imaging projects and launched a new citizen online request system to improve resident services in the City of San Carlos. As founder and principal of Jasmine Frost Consultancy, she has advised municipalities on strategic IT planning, classification studies, and vendor contracts. 

Jasmine is an advisory board member of the Los Angeles Digital Government Summit and a former president of the Northern Chapter of the Municipal Information Systems Association of California (MISAC). Her vision, leadership and innovative contributions have helped earn industry recognition for the cities she has served, including the Top 10 National Digital City Awards and the prestigious Special Achievement in GIS (SAG) Award for Long Beach’s Data & GIS (Geographic Information System) portal.
