Proposals will be considered from legal entities with the qualifications and capacity to implement the strategies and activities outlined in this Request for Proposals (RFP). Eligible applicants must demonstrate the qualifications, experience, competency, and ability to successfully coordinate the implementation of the desired strategies and activities.
Place-Based Approach - Best Start Communities
Best Start Communities is First 5 LA’s place-based approach that focuses on the places where families live — combining strategies to strengthen families with those that build community capacity to create and sustain thriving and healthy environments for all children. Through Best Start, First 5 LA seeks to help improve the lives of young children and their families in 14 communities across Los Angeles County by positively impacting the systems they participate in and the environments in which they live, learn and play.
Request for Proposals
This RFP is to select a Contractor to coordinate with the Best Start SELA Partnership to implement all the strategies and activities described in this RFP. Applicants responding to this Best Start RFP must have the qualifications, experience and demonstrated success in community capacity building efforts.

In order to respond to this RFP, a proposal complete with required documents must be received through the online application system by First 5 LA no later than 5:00 PM PDT on August 28, 2015. For online application and instructions please see below:

Applicants must submit all required documents specified in the RFP through this online form. It is highly recommended that you print a copy of your application for your records prior to clicking "Submit." To do this, click "Printer-Friendly Version." You should review the printed copy prior to submitting the application electronically. In addition, you should ensure that the attachments were successfully uploaded by reviewing the list of attachments included.
To ensure that all potential applicants receive the same information, questions and answers will be compiled and posted on the RFP webpage. All questions and requests for additional information regarding this RFP must be received in writing by First 5 LA via email. For questions received prior to August 10, 2015, answers will be posted on the website by August 12, 2015. All questions and requests for additional information must be received before 5:00 PM PDT on August 19, 2015, and answers will be posted on the website by August 21, 2015. First 5 LA reserves the sole right to determine the timing and content of the responses to all questions and requests for additional information. First 5 LA may respond to individual inquires and then post replies to all questions by the posting date.
