Family Survey Request for Proposals (RFP) Frequently Asked Questions

In order to assure that all applicants have access to the same information, questions should be emailed to Holly Campbell at hcampbell@first5la.org. This page will be updated with the answers.

1. What does First 5 LA mean by "high risk?"

A. Page 7 of the RFP states, "... factors that put children and families at risk, such as poverty, low birth weight rates and low test scores in schools." In addition, page 6 shows the "prioritized pathways" to F5LA's core outcomes. Populations that lack the intermediate qualities would be considered at risk of not achieving healthy outcomes.

2. Some of the community profiles are missing or missing information.

A. We apologize for any bugs. You should be able to find all the community profiles but one here. The Central Los Angeles/ 110-10 Freeway Corridor community does not have a profile because it was selected through a different process.

3. We were wondering if you could offer some specifics about the level of precision that you would like for your analysis and the Community Change Dashboard. This input could be in the form of sample size (e.g., you will need an effective sample size of 100 or 200 families per community) or the margin of error (e.g., you would like a margin of error of +/- 5 percentage points around estimates of 50%). If possible, please let us know what level of precision you are seeking in the final wave. That way, it will be possible for us to work backwards and determine how many interviews need to be conducted in wave 1, allowing for attrition and moves.

A. To clarify, the Family Survey will be conducted with a new sample every 6 months; there is a separate longitudinal survey. Therefore, attrition is not a concern. We do not expect to observe statistically significant differences every 6 months; rather, we hope to establish a trend over the five years that is statistically significant. We expect small effect sizes, around .1 to .3 (Cohen's d), from our interventions, and we would like to be able to detect effect sizes of that magnitude over the five years of the study. Please estimate the sample size based on this and the budget.

4. Within each of the 14 communities, are there particular subgroup comparisons that are of interest? For example, will the survey be used to compare the experiences of Latino/Hispanic children with those of African American or Caucasian children? Input on the subpopulations of interest will inform the survey design as well as the power analysis.

A. We will want to be able to observe trends (over 5 years) for individual ethnic groups at the community level, if that group is at least 10% of the community's population. We will also want to look at trends (over 5 years) for "likely" program participants, which are the high-risk groups mentioned in the RFP.

6. The RFP mentions a bottom portion of the Client Reference Form to be completed by the former clients. However, the Client Reference Form simply asks for a list of references with pertinent project information (see attached). There is no bottom portion as mentioned in the RFP. We are unclear as to which should supersede. Can you please advise?

We are sorry for the error. Please just fill out the Client Reference Form as you see it; there is no bottom portion for you to complete. 

Questions from Family Survey Bidder's Conference

1. Is the Best Start Pilot community included and are the activities there continuing and will the family survey be overlaid?

Yes, we are bringing the BS pilot community into the evaluation framework and previous activities in that community will continue. The "Pilot community" is now known as Best Start Central LA 110/10 Freeway Corridor.

2. I understand why you would want to do door to door, is there a possibility of using mixed modes? Can we supplement with other data?

We are expecting the main mode to door to door as we want face to face contact by you can suggest other modes in your sampling strategy. We are definitely interested in your ideas and using your knowledge of other modes but other modes may not ultimately be included in the final sampling strategy.

3. Is the chart of family survey core items the actual set of questions and will the contractor have input into the development of questions?

No, these are ideas which we will develop into questions and we are currently working on those and we expect the survey to take about 15 minutes to administer in total. Contractors will not be involved in their development.

4. Have you considered that for 15 minute survey a phone call might be feasible?

We know from experience that mobile phones and disposal mobile phones are used commonly in this population which can be problematic in terms of reaching participants. In addition, people may move from the community. This is why we have opted for the door to door method of survey administration.

5. Do you currently have a database of targeted versus non targeted participants?

No, as activities have not started in 13 of the 14 communities we do not have a database yet

6. Is the sampling frame for the family survey the same as for the longitudinal survey?

No, the family survey will be a population study and not a longitudinal study.

7. Will you want to examine eligible versus non eligible participants?

No, eligible versus non eligible has not been defined yet. We are interested in looking at high risk populations and the community as a whole.

8. Why are you interested in looking at the non-served population?

We are interested in looking at the non served population so that we can have a sample of the whole community.

9. I understand that the design will need to be revised, will you provide the sample?

No, the sample will be provided by you.

10. Will you be looking at participants in non-Best Start communities?

No, only families that live in the Best Start communities.

11. If this is a 5 year time frame will there be some overlap in the sampling?

We realize that there may be some overlap, this is not our goal as this should be a population measure. However we will try to work with our partners in the community to try and avoid this issue.

12. In the sampling framework, what kind of comparisons do you want?

If you look at the webpage where the FAQ's are posted Q#4 gives you the main areas we are interested in looking at in terms of oversampling, ethnicity being the main one, with the 10% cut off for studying this timeline.

13. Is the 10% cut off, 10% of the 0-5 population or community population?

It is 10% of the community population

14. Do you know where families live and have a sense where the canvassing should take place?

No, we want to hear you ideas and to use your experience in this area to determine where children and families are living.

15. Are you interested in just residential or institutional sites as well?

Mostly residential areas for canvassing although we would be interested in canvassing from the homeless population or people who don't have a permanent residence in the community and may be moving around for housing.
