Early Start and Family Rights

California Early Start serves children, ages 0-3 who are at risk or are identifed with disabilities. In California the Department of Developmental Services is the lead agency. Services are implemented thru the 21 Regional Centers and the California Department of Education.The Individual Family Service Plan defines the type, frequency and location of services to be provided. Due process and family rights are a critical piece to this program. Families and providers in Early Start need to understand their role and rights. California Disability Rights acts as a safeguard for these rights. The Infant Development Association is hosting a conversation on this topic with Brigitte Ammons, Senior Advocate.
