The California Assembly budget subcommittee on health and human services last week convened a hearing to consider some of Governor Arnold Schwarzenegger's budget proposals. The agenda included the proposed redirection of an estimated $1.5 billion in Proposition 10 revenue from First 5-funded programs over the course of five years. When introducing the item, Committee Chair Jerry Hill (D-San Mateo) stated, "I guess the first question before anyone says anything is 'Why?' Didn't the voters make this clear last year? I thought that was a clear message that we received, and now we are going down the same path. "The voters made clear that they wanted us to solve the problem, and not give it to them to solve," Assemblyman Hill continued. "That's why they elected us." Some 50 individuals turned up in force to testify at the proceedings. Among them were mothers and fathers who spoke passionately about how First 5 programs had made a positive difference in their child's life.
