| FIRST 5 LA CREATES NEW AGENCY TO IMPLEMENT NEW UNIVERSAL PRESCHOOL SYSTEM First 5 LA approves Universal Preschool Initiative and allocates initial $100 million over five years. November 14, 2002: First F LA names Karen Hill-Scott, a nationally recognized leader in early child development leader, to develop 10-year Master Plan. January 9, 2003: Child advocate Nancy Daly Riordan and former State Assembly Speaker Robert M. Hertzberg named as co-chairs of Universal Preschool Advisory Committee. March 28, 2003: Advisory Committee comprised of parents and stakeholders from the diverse fields of child development, business, healthcare, philanthropy, public policy, education, social services and research convenes to help draft Master Plan. October 9, 2003: Board of Commissioners allocates an additional $500 million over five years to support launch of Universal Preschool. February 12, 2004: Following an inclusive process that is unprecedented in scope, Board approves 10-year Master Plan for Universal Preschool that has broad community support. March 30, 2004: Advisory Committee convenes to begin work on implementing Universal Preschool Master Plan. May 27, 2004: First 5 LA gathers community leaders to address critical shortage of preschool facilities in 15 "hot zones" in Los Angeles County. Today: Board of Commissioners approves contract creating LA-UP – a nonprofit public benefit corporation – that will implement Universal Preschool in Los Angeles County. Agency will oversee fundraising, policymaking and day-to-day operation of landmark system. Fall: Universal Preschool system will begin funding initial sites as part of early launch program. |
