A primary component of First 5 LA's new strategic plan is the move from initiative-based funding to a place-based approach, something that allows First 5 LA to focus more comprehensively on children and families in communities of high need. In focusing funding on community-based efforts to improve child well-being in the neighborhoods in which children live, First 5 LA also seeks to build on its previous investments to more effectively address the needs of young children and families.Since First 5 LA's Board of Commissioners approval last year of the strategic plan that will guide our investments through 2015, First 5 LA staff has sought to keep grantees and other key stakeholders informed about the plan's implementation through one-on-one discussions, via the Monday Morning Report and Webinars, among other outreach efforts. Click here to find those resources. First 5 LA's top priority has been to assure grantees and current stakeholders that each initiative will be allowed to run its course. With the objective of building on prior investments in mind, the Commission has also developed plans to further transition grantees whose initiatives end before June 2011. First 5 LA will provide transitional support by investing in each grantee's infrastructure and capacity. The grantee transition plan is expected to be approved at the April 8th Commission meeting. The following month the Commission is expected to decide which 10 to 20 communities will be targeted for place-based funding -- a decision that originally also was scheduled for the April meeting but recently was postponed until May 13 to allow greater opportunity for consideration of the critical elements of transitioning grantees and target community selection.
