For the first time in its history, the Proposition 10 Commissions' evaluation branches in the Southern California region have come together to begin a coordinated effort to measure the regional impact of Proposition 10 dollars on the lives of children and families.

The overarching goal of the First 5 Southern California Alliance for Learning and Results (SCALAR) is to collect, manage, analyze and communicate evaluation results from the Southern California Regional First 5 Commissions by creating a central repository for all regional evaluation findings. The repository will allow for easy analysis of collective findings, and the development of recommendation on how to coordinate efforts in the future.

The First 5 SCALAR is finalizing the selection process of an independent consultant that will coordinate the analysis of research and evaluation findings from across the eight Southern Region counties - Imperial, Los Angeles, Orange, Riverside, San Bernardino, San Diego, Santa Barbara, and Ventura.

By communicating the coordinated evaluation findings to program-development staff and commission leaders, SCALAR seeks to improve First 5 services through an understanding of effective strategies. Findings will also further inform policymakers of the important impact the various First 5 commission efforts are having on the community.

This regional effort comes on the heels of First 5 California's statewide effort to collect data and evaluate program effectiveness. Although the regional needs will be different than statewide, SCALAR is committed to working with the state on coordinating efforts.
