Community Health Workers, or known in Spanish as Promotores de Salud, promote better health among groups who traditionally lack access to adequate health care. These essential community members work in settings to connect health care consumers to providers. Promotores understand what is important to their communities, communicate in the language of the people, and recognize and incorporate cultural buffers to help promote better health.

The Centers for Disease Control and Prevention (CDC) state that many health care programs are turning to Promotores for their unique ability to serve as a bridge between community members and health care providers. In fact, the CDC also notes the Institutes of Medicine recommends the use of Promotores as part of a comprehensive, multi-level strategy to address racial and ethnic disparities in health care.

Assembly Constitutional Resolution 75, authored by Assembly Member Victor Manuel Perez (D-Coachella), celebrates the work of Promotores by declaring October 2009 as California Promotores Month. ACR 75 will:

  • Formally declare the Legislature's support for Promotores' continuing efforts to increase their presence and support for the well-being of California communities.
  • Encourage policies and programs that enhance the status and integration of Promotores in the delivery of health care.
  • Promote the recognition of Promotores as well as the educational and employment opportunities offered to Promotores.

ACR 75 has passed the state Legislature and has moved to enrollment. Please contact Howard Jacobs, at hjacobs@first5la.org, if you would like more information on ACR 75.
