First 5 LA Begins Strategic Plan Implementation

Earlier this month, the First 5 LA Commission approved a "roadmap" for implementing our ambitious 2009-2015 Strategic Plan, Strengthening Families and Communities in L.A. County. This Implementation Plan outlines how we will approach funding place-based efforts in our newly-approved Best Start communities as well as our countywide efforts. All efforts support four primary goals: children are born healthy, children maintain a healthy weight, children are safe from abuse and neglect, and children are ready for kindergarten.

The plan was developed as a collaborative effort between community stakeholders and First 5 LA Commissioners and staff. Staying true to a community partnership approach, the plan is designed to be flexible based on the lessons we learn as we move forward with implementation. Some key components to the plan include the following:

  • The Accountability and Learning Framework: A detailed plan for how we will measure our impact and know if we are successful. The framework also includes our data systems plan and research agenda, along with an overview of our accountability dashboard.
  • The Countywide Approach: This section outlines our short and long-term activities for all of our countywide strategies and includes our policy agenda and public education plan.
  • The Place-Based Approach: This section explains our initial partnership engagement with our target communities, the core capacities we will focus on developing through our community capacity building work, and a decision-making framework around our direct service strategies.

The implementation plan also includes the budgetary support that each strategy will receive. A prominent theme throughout the plan is the intent to work with communities and across various sectors, including residents, businesses, nonprofits, government organizations and others. Such collaboration provides for more comprehensive approaches to improving children's lives.

By strengthening and integrating existing services in the Best Start communities, we aim to build capacity to support children and families in each and every neighborhood, as well as create a movement of support for young children that all communities in L.A. County will emulate.
