Budget Update: Governor Brown Approves First 5 Funding Grab

Gov. Jerry Brown signed on Wednesday AB 99, the budget trailer bill that diverts $1 billion in Proposition 10 funds from First 5-supported programs serving young children. First 5 commissions have until June 30, 2012*, to relinquish their portion of revenue to the state. For First 5 LA, that means about $424 million in funds.

The new law takes effect even though the main budget bill has not passed the Legislature.

First 5 commissions are studying the legality of AB 99, which the Legislature approved on a two-thirds vote, averting a ballot measure and a vote of the people - something that is required to make a substantial change in the Children and Families First Act that created Proposition 10.

Brown also approved significant cuts to other programs, including services for the developmentally disabled and mentally ill.

Brown said he still hopes to get enough Republican votes to put tax extensions on a June ballot and avoid additional painful cuts. However, he is said to be contemplating different strategies, including a "citizens' initiative" that would include tax extensions on the ballot in November.
