INFORMATION AND TECHNOLOGY PLANNING RFP - Background
In June 2009, First 5 LA's Board of Commissioners adopted a new strategic plan to guide our investments through June 2015. The adoption of this plan, "Strengthening Families and Communities in L.A. County," marked a significant evolution in First 5 LA's approach to grant making by committing a sizeable portion of funding to improving the well-being of children in specific geographic communities throughout the County, combined with significant investments countywide.

Implementation of our new strategic plan has significant ramifications for our collection, use and management of data. Our current technology systems need to be reconfigured to meet both current and new information and data needs for the entire organization. Our key goals are to improve our internal controls, performance measures, program management and grantee oversight and to improve the quality of data collected about children prenatal to five and their families and the programs that serve them. To do this in a logical, efficient and effective way, First 5 LA requires a comprehensive technology plan. We are seeking a consultant to assess our information needs and our technology use, and to write a technology plan that will cover the next five years.

REQUEST FOR PROPOSALS
First 5 LA seeks a consultant to help us with the technology planning process. This consultant will, among other tasks,

  • Collect data from managers and staff throughout First 5 LA, from other First 5 commissions, from document review and other sources to document current and projected information and data needs.
  • Report on the process and findings of the analysis of First 5 LA's current technology usage (software and hardware)
  • Write a technology plan for First 5 LA for the next five years

The selection process for this RFP will be administered in two phases. Interested applicants will submit their qualifications first. Those submissions will be reviewed and scored, and the highest-scoring applicants will be invited to submit full proposals. Full proposals will be reviewed and scored, and the highest-scoring applicants will be interviewed.  

All questions and requests for additional information regarding this RFP must be received in writing by First 5 LA via email before 5 p.m. on Friday, August 6, 2010. First 5 LA reserves the sole right to determine the timing and content of the responses to all questions and requests for additional information. INFORMATION SESSION
An information session for all potential applicants was held on Wednesday, July 28, 2010. The deadline to submit questions related to this RFP was Friday August 6, 2010.  A list of questions and answers can be found here.

HOW TO APPLY
To respond for the second phase of this RFP, applicants are requested to submit their proposal and required documents online to First 5 LA no later than 5:00 P.M. on Friday, September 24, 2010. No hard copy submissions will be accepted. For online application and instructions, please click here.
