Many cultural and systemic beliefs influence how the Child Welfare System views the needs of infants and young children. These faulty belief systems underlie decisions made when these children enter the system, putting many infants and young children at high risk for severe trauma resulting from abrupt home removal, out-of home and foster care placements that provide only custodial care, and multiple changes of placements. It is critical that clinicians and service providers develop more refined skills when assessing and planning interventions for these children and families.
