BEST START LA
Through Best Start LA, First 5 LA seeks to optimize the social, emotional, cognitive, language, physical and motor development of Los Angeles County’s youngest children. Further, the Commission recognizes that addressing the developmental potential of young children must be done within the context of the multiple environments that affect their development. Best Start LA is designed to both strengthen the integration of existing First 5 LA investments and to address the need to make additional investments using the best available evidence of what works as a key criterion. The long-term vision is a Best Start LA model that is sustainable and scalable for all communities in the county.

EVALUATION PLAN
The evaluation plan being developed for Best Start LA reflects this vision as well as recognizing the need to incorporate more intentional economic/cost related evaluation work. Globally, the evaluation is designed to measure the impact Best Start LA can achieve short, mid and long term in the following categories:

• Child and family level outcomes
• Community level outcomes
• Data infrastructure outcomes
• Sustainability/Scalability outcomes
• Workforce development outcomes
• Organizational outcomes
• Policy outcomes

ECONOMIC ANALYSIS CONSULTANT RFP
First 5 LA is issuing this Request for Proposals (RFP) to individuals and groups interested in working with our staff to provide input, critical thinking and concrete strategies to include thorough economic analysis in the evaluation of the Best Start LA focus area. The consultant(s) will aid in the thinking and planning around what types of economic and cost related analyses would be appropriate and feasible for the Best Start LA focus area, providing recommendations on the kinds of analyses to plan for, how to use multiple forms of economic analyses to inform the impact evaluation, and whether the current data collection plan is sufficient for these aims.

HOW TO APPLY
In response to this RFP, applicants are requested to submit a complete application to First 5 LA no later than 5:00 pm on Monday, March 2, 2009.  Following a review of all submitted applications, selected applicants will be invited for an interview during the period of March 17 - 20, 2009.
