2013 Compensation & Benefits Study Request for Proposal (RFP)

BACKGROUND
In April 2011, an administrative audit of First 5 LA was conducted by Harvey M. Rose Associates (HRA), a public sector management consulting firm. HRA recommended that the organization update its compensation policy and conduct a compensation and benefits survey in order to revise the existing compensation schedule and update the compensation ranges of personnel for review by First 5 LA's Board of Commissioners.

In keeping with that recommendation, First 5 LA seeks to contract with a specialized consultant to perform the following deliverables:

  • Comprehensive study of current compensation and benefit systems at First 5 LA.
  • Recommendations/ best practice options for a new classification, compensation and benefit system for First 5 LA, to include retirement benefit options.
  • Design of a methodology to implement and maintain the integrity of a new classification, compensation and benefit system.

QUALIFICATIONS
First 5 LA is seeking a specialty firm with significant expertise and experience in the design and analysis of position classification and compensation and benefits systems for public entities.

The firm will work with designated stakeholders at First 5 LA to obtain the necessary information to conduct the compensation and benefits survey, and to help inform the design options for a new position classification and compensation and benefits systems.

INFORMATION SESSION
First 5 LA will host an Information Session via webinar on Thursday, February 20, 2013, from 10 a.m. to 11:00 a.m. Frequently Asked Questions related to this RFP will be posted to the website after the Information Session.

Interested bidders are strongly encouraged to participate in the webinar to learn about the 2013 Compensation & Benefits Study, proposal requirements, and application process. Attendance at the Information Session is not required to be eligible to submit an application in response to the RFP. Please confirm your attendance by emailing mmartinez@first5la.org; upon notice of your confirmation you will receive instructions on how to access the webinar.

For those who cannot attend the Information Session, please submit all questions and requests for additional information to mmartinez@first5la.org before 5 p.m., February 21, 2013. First 5 LA reserves the sole right to determine the timing and content of the responses to all questions and requests for additional information.
