The CDI Initiative-Wide Evaluation Project was carried out by Semics for over three years from 2003 - 2006. CDI was designed by First 5 LA for individuals and groups to propose their own projects or programs consistent with the Commission's goals and objectives in its second strategic plan. Over three funding cycles from 2002 - 2003, 54 grantees were funded to address an array of needs and problems associated with improving the wellbeing of children 0 - 5 and their families. Semics used qualitative methods namely site immersion and learning exchange to understand the changes that occurred as a result of CDI and to provide opportunities for grantees to learn from and network with each other.
