Best Start Community Partnership: Facilitator Pool RFQ - Cycle 2

PLACE BASED FUNDING APPROACH
In June 2009, the First 5 LA Board of Commissioners adopted its 2009-2015 Strategic Plan entitled Strengthening Families and Communities in L.A. County. This new approach will allow First 5 LA to focus on strengthening families, while fostering the communities' abilities to create and sustain safe and nurturing places for children to grow and thrive. In order to maximize the potential for success, it is essential that place-based efforts be driven by the communities themselves. Participants will determine and prioritize the changes they want to see in their communities, and First 5 LA will work with them over a period of years to achieve these changes.

The community planning activities will include: community tours and assessments, on-going capacity building and trainings, development of a community governance structure, community-driven research and technical assistance.

REQUEST FOR QUALIFICATIONS
Through this RFQ, First 5 LA will identify a pool of qualified community facilitators to potentially serve one of the 13 target communities through the Best Start Community Partnership Facilitator Pool RFQ.   If selected by the community partnership, the facilitator will guide the partnership through an 8-12-month planning process expected to run through December 2011.

The Community Partnership Facilitator will be responsible for facilitating and coordinating all of the necessary elements to finalize the implementation plan in one of the target communities, and engaging diverse stakeholders to ensure full participation in the planning process
