BEST START LA 

Through Best Start LA, First 5 LA seeks to optimize the social, emotional, cognitive, language, physical and motor development of Los Angeles County’s youngest children. Further, the Commission recognizes that addressing the developmental potential of young children must be done within the context of the multiple environments that affect their development. Best Start LA is designed to both strengthen the integration of existing First 5 LA investments and to address the need to make additional investments using the best available evidence of what works as a key criterion. EVALUATION PLAN

Globally, the evaluation will need to capture outcomes Best Start LA can achieve in the short, mid and long term in the following categories:
• Child and family
• Community
• Data infrastructure
• Sustainability/Scalability
• Workforce development
• Organizational
• Policy
• Economics

Evaluation work will be undertaken in a place based manner within the Best Start LA pilot community.  In addition there will be a broader level evaluation to examine countywide indicators of change in community, systems, data, policy and sustainability outcomes related to the Best Start LA model.


REQUEST FOR PROPOSALS (RFP)

First 5 LA is issuing this Request for Proposals (RFP) to individuals and groups interested in working with our staff to develop and execute a comprehensive evaluation and data analysis plan for the Best Start LA focus area pilot community. Consultant(s) will aid in the thinking and planning around what types of data collection methodologies would be appropriate and feasible for the Best Start LA focus area pilot community as well as providing recommendations on the kinds of analyses to plan for, and how to use multiple forms of analyses to inform the implementation and impact evaluation. The evaluation framework and data collection plan will be critical in providing timely feedback to allow for “lessons learned” and midway corrections in order to achieve the desired magnitude of change for the community.  The evaluation will include measurement towards benchmarks that reflect the implementation process and sustainability aspects as well as the overall impact achieved by the Best Start LA model in the pilot community.  The evaluation will also provide data that examines how the three Best Start LA strategies of family engagement, community mobilization, and place-based activities work together as well as independently to positively affect child, family, and community level outcomes.


INFORMATION SESSION

An Information Session for the Best Start LA Pilot Community Evaluation Consultant RFP was held on April 30, 2009. Attendance at the Information Session was required to submit a proposal.   A list of questions and answers received at this information session was compiled and can be accessed here.


HOW TO APPLY

In response to this RFP, applicants are requested to submit a complete application to First 5 LA no later than 5:00 pm on Monday, May 11, 2009.  Following a review of all submitted applications, selected applicants will be invited for an interview during the week of June 8-12, 2009. The interview will involve a presentation by the applicant(s) illustrating the applicants’ vision, capacity and proposed plan for implementation of the project. Please note these dates are subject to change at First 5 LA’s sole discretion.

 Please submit 9 copies (one original and 8 copies) in a sealed envelope no later than 5:00 pm on Monday, May 11, 2009.  Envelopes should be addressed as indicated below. In addition, please submit an electronic version of the application to Hayley Roper at hroper@first5la.org.
