• Best Start LA Through Best Start LA, First 5 LA seeks to optimize the social, emotional, cognitive, language, physical and motor development of Los Angeles County’s youngest children. Further, the Commission recognizes that addressing the developmental potential of young children must be done within the context of the multiple environments that affect their development. Best Start LA is designed to both strengthen the integration of existing First 5 LA investments and to address the need to make additional investments using the best available evidence of what works as a key criterion. The data infrastructure to support the Best Start LA outcomes is expected to accomplish three objectives: Globally, the evaluation will need to capture outcomes Best Start LA can achieve in the short, mid and long term in the following categories: Evaluation work will be undertaken in a place based manner within the Best Start LA communities. In addition there will be a broader level evaluation to examine countywide indicators of change in community, systems, data, policy and sustainability outcomes related to the Best Start LA model. First 5 LA is issuing this Request for Proposals (RFP) to individuals and groups interested in working with our staff to design and implement a comprehensive data infrastructure for the Best Start LA focus area which will be known as the Best Start LA Program Management System (BSPMS). The purpose of the RFP is to select the most qualified vendor to engage in the design, implementation and management and/or hosting of this comprehensive web-based data submission and measurement system which will improve and streamline the data collection and measurement around Best Start LA. The successful vendor will have demonstrated experience in developing data collection and measurement tools in collaboration with not-for-profit organizations and grass-root organizations, preferably for human services organizations and community organizing groups. The systems will be user-friendly and intuitive for all end-users. End-users will range from the very technically savvy to those that have limited experience in utilizing content-delivery, data collection and collaboration systems. An Information Session for the Best Start LA Program Management System RFP was held on May 1, 2009. Attendance at the Information Session is required to submit a proposal. A list of questions and answers received at this information session was compiled and can be accessed here. In response to this RFP, applicants are requested to submit a complete application to First 5 LA no later than 5:00 pm on Monday, May 14, 2009. Following a review of all submitted applications, selected applicants will be invited for an interview during the week of June 1-5, 2009. The interview will involve a presentation by the applicant(s) illustrating the applicants’ vision, capacity and proposed plan for implementation of the project.
