Auditing Services RFP Call for Reviewers

First 5 LA is seeking qualified reviewers for the Auditing Services RFP.  We have just completed our five-year audit contract and are requesting proposals for auditing services beginning with the fiscal year ending June 30, 2010. We anticipate another five year contract.  For the Fiscal Year 2009-10, net assets, revenue and expenses were $894,893,170, $166,292,312 and $171,191,151 respectively. In addition, Federal funding for the first time exceeded $500,000; as a result a Single Audit was required for the FY 2008-09. The Commission has received the Certificate of Achievement for Excellence in Financial Reporting from the Government Finance Officers Association (GFOA) for the FY 2007-08 and has submitted for the award for the FY 2008-09.  Additional information can be found at First 5 LA Funding Center or by clicking here.

Selected Project reviewers will have the opportunity to contribute their skills and knowledge to the proposal review process. First 5 LA will provide a stipend to each reviewer upon completion of the review process. Reviewers must be available to participate in a Reviewer Training on March 8, 2010 and attend a Group Review Meeting on March 17 2010.

Qualifications
Reviewers must have experience in the following areas:
* Public entity fiscal & financial management experience
* Public entity management level experience

Areas of Expertise
Reviewers must have expertise in at least one of the following areas:
* Selection of independent auditors
* Management of independent auditors

Requirements
Reviewers must be able to fulfill the following requirements:
* Participate in a one-hour Reviewer Training on March 8, 2010.
* Attend a one-hour group review meeting on March 17, 2010.
* Review the conflict of Interest and Confidentiality Statement posted
below prior to submitting materials to be a reviewer
* Agree to sign the Conflict of Interest and Confidentiality statement (pdf)

Next Steps
Upon review of the submitted materials, prospective reviewers will be notified of their selection status by March 1, 2010.
